Approximately 1 Week after the founding
Immediately following the creation of the nation, the government got down to business. There was much that had come out about the meeting and some controversy about several points.
Organizationally, the RNA set up caucuses to facilitate the purchase of bonds which would be used to buy land for the new nation. They also started talking about what would be included on this land including farms, tool shops and the like. The nation was beginning to take shape.
In many respects, the idea started with Malcolm X prompting those in the audience to think about their circumstances. At the time, the RNA did not exist. Rather, the individuals in the audience were associated with something called GOAL - the Group on Advanced Leadership. They had decided to have a Grassroots conference, which was an idea from Grace Boggs.
Not only were the black militants ready but the state was also up and running. Not only were there about a dozen informants in the RNA providing information about who was meeting, where and when but there were also physical surveillance on individuals as well as locales:
